Version 1.0 — June 2026

The Update Register tracks changes required to pillar documents as real-world events, new evidence, or internal reviews identify gaps between published content and current facts. It is a working tool, not a public document — though it may be published alongside the Gaps Register in a future version of the methodology section.

Each entry records: the trigger event, affected documents, nature of change, severity, status, and (when complete) a changelog entry. Severity ratings follow the same scale as the Gaps Register: CRITICAL (factual error that undermines core argument), HIGH (material development requiring substantive update), MEDIUM (addendum or clarification warranted), LOW (minor correction or note).


How to Use This Register

When something changes in the world: 1. Add a PENDING entry with trigger, affected documents, and initial severity assessment 2. Check the dependency map (Section 4) for knock-on documents 3. Draft update text before editing any document 4. Move to IN PROGRESS, then COMPLETED with changelog entry

When reviewing a document: - Flag anything that feels stale or is contradicted by new evidence - Add a PENDING entry even if the update isn't urgent — the register is the memory

U002 S3_03 Economy Same trigger as U001. NWF's catalytic co-investor role in Wylfa SMR risked being conflated with the British Wealth Fund proposal in this pillar. Minor addendum to Energy cross-reference row in the cross-pillar dependencies table, distinguishing NWF (catalytic co-investor, £599m Wylfa) from the British Wealth Fund proposal (sovereign compounding model, no principal withdrawal for current spending). LOW June 2026 Distinction between NWF and British Wealth Fund made explicit in the cross-reference table. No change to main body.
U003 UK_Subsidy_Audit (new, S3 Tax & Economy) Document was authored 24 June 2026 but never wired into generate_site.py's DOCUMENTS registry, so it was never built into site/ — found during a resume-work review on 27 July 2026. Reformatted document header to house style (# Title / > subtitle / italic context line, matching other S3 pillar docs); added registry entry to generate_site.py under S3 Tax & Economy; site rebuilt (35 pillar pages, up from 34). Also fixed the index page's hero pillar-count stat, which was hardcoded at a stale "32" — now computed dynamically from the DOCUMENTS registry so it can't drift again. MEDIUM July 2026 Standalone subsidy audit working paper now live on site and linked in S3 nav/index.
U004 Free Expression, Protest, and State Secrecy (new, S2_03) Reserve policy note (free_expression_protest_reserve_policy.md) drafted 24 July 2026 in the project root — outside Website/docs/ — so missed by the U003 sweep. Found on user prompt 29 July 2026. Reformatted to house style and published as S2_03_FreeExpressionAndStateSecrecy.md, registered under S2 Political Structure. Published as a standalone working paper per user decision, not merged into S2_02 Public Office Covenant — §6 of the doc flags that merge-vs-standalone question as still open. MEDIUM July 2026 Live on site, linked from S2 nav/index.
U005 The Two-Jar Fiscal Framework (new, S3_08) Working note (fiscal-two-jars-framework (2).md) drafted 22 July 2026 in the project root — same root-vs-docs gap as U004. Found on user prompt 29 July 2026. Reformatted to house style and published as S3_08_TwoJarFiscalFramework.md, registered under S3 Tax & Economy. Published as-is per user decision, including its own explicitly unresolved sections (Jar 1/Jar 2 classification test, cross-pillar ownership with Public Office Covenant) — content is provisional, not final pillar position. MEDIUM July 2026 Live on site, linked from S3 nav/index. Classification-test follow-up work (listed in the doc's own "Open question" section) still outstanding.
U006 Readability pass: Cross-Pillar Dependencies tables, Sources Register, inline citations User feedback (29 July 2026): cross-pillar reference sections were hard to read, requested collapsible treatment and inline data references. Root cause investigation found 17 of 21 Cross-Pillar Dependencies tables were missing markdown separator rows (rendered as raw pipe-text), and the Sources Register had a worse version of the same bug (187 fragments instead of 19 tables). Three changes: (1) fixed all broken tables; (2) wrapped Cross-Pillar Dependencies sections in a collapsed-by-default <details> element site-wide; (3) built and rolled out a {cite:pillar_ref-N} inline citation system linking body-text stats directly to their Sources Register row, piloted on S1_01 and then extended to all 19 pillar docs with a registered S5_02 section. HIGH July 2026 Table rendering and citation mechanics verified: 154 citation links across the site, all resolving to valid rows, no leaked raw markers.
U007 Citation rollout extended to remaining 9 documents User request (29 July 2026): extend the inline citation system to the documents U006 skipped — S1_08, S1_09, S3_05, S3_06, S3_07, S4_06, and the three standalone working papers (UK Subsidy Audit, Free Expression, Two-Jar Framework) — none of which had a registered S5_02 section. For S1_08, S1_09, and most of S3_06, formalised an S5_02 section directly from a "Sources:" list or per-section source notes already present in the document. For S3_05, S3_08, S2_03, and UK Subsidy Audit (S3_09) — which had no pre-existing source list — built a new S5_02 section from institutions already named in the document's own body text (no external research, no invented sources). Added 74 new citation markers across the 9 documents. HIGH July 2026 228 citation links site-wide, all verified to resolve to a real row. Source attribution for S3_05/S3_08/S2_03/S3_09 is inferred from context rather than pre-verified — flagged for a human spot-check.
