The Generational Reset is an attempt to do something British political debate almost never does: describe the country honestly, in full, using verifiable evidence — and then ask, in public, what should change and why.

It is not a manifesto. It is not affiliated with any political party. It does not campaign for candidates, seek donations, or send emails. It is a structured body of analytical work, published openly, designed to be read, challenged, updated, and used.

The project covers every major domain of UK public life — the NHS, education, housing, welfare, criminal justice, defence, public debt, the tax system, the economy, energy, and immigration — alongside structural questions about how political power works and how it should work. Each area has its own standalone document. Each document follows the same discipline: the honest picture first, then the comparison with comparable countries, then proposals for change, then the strongest case against those proposals taken seriously.

The project has a Gaps Register — a companion document that records every significant weakness in the arguments, every question that remains unanswered, and every place where the evidence is thin or contested. It is published alongside the main documents because intellectual honesty is the only credible foundation for the kind of conversation this project is trying to start.

02 Why It Exists

Britain is not working well. That is not a partisan claim — it is the conclusion you reach when you look at the data without deciding in advance what it should say.

Productivity growth has flatlined for fifteen years. Regional inequality is among the highest in the developed world. Child poverty has risen. The NHS treats patients on trolleys in corridors while comparable countries do not. One in three children arrives at primary school already behind. The criminal justice system has a 6% charge rate for recorded crime. Public debt stands at 93% of GDP, and the interest bill alone consumes more than the entire defence budget. The planning system has not built enough homes in a generation. And through all of it, the tax system — theoretically the mechanism by which shared wealth funds shared services — has been hollowed out by four decades of complexity that is far easier for the wealthy to navigate than for everyone else.

None of these problems is invisible. The data is public. The comparisons with comparable countries are straightforward. The gap between what we spend and what we get is documented. What is absent is not information. It is a place where the honest picture can be assembled in one place, without political spin, and held up for serious public examination.

The second reason this project exists is the urgency of timing. AI is not a future disruption — it is a present one. The income tax base, built on labour income, is being systematically eroded at the same moment that the wealth base is inflating. The window for peaceful, democratic, evidence-based reform does not stay open indefinitely. Historically, it closes — and what follows is rarely better.

The project is not alarmist. It is honest about what the evidence says about where we are and what is coming. That honesty is not pessimism. It is the precondition for the kind of serious conversation that produces something better.

03 How It Works — The Scientific Approach

Every document in this project follows the same principles, borrowed from the scientific method rather than from political debate:

The evidence comes first. Proposals follow from the evidence — not the other way around. No argument in this project begins with a conclusion and works backward to find supporting data. Where the data is ambiguous, that ambiguity is stated. Where the comparison with other countries complicates the picture, the complication is included rather than omitted.

All sources are cited and verifiable. Every significant claim references its source. Readers are encouraged to check, and if a source is wrong or a better one exists, to say so through the forum.

Arguments update when the evidence changes. The documents are living. When better data becomes available, when a counter-argument is shown to be stronger than the document allows, when circumstances change, the documents are updated and the change is logged. Emotion does not update a document. Verified evidence does.

The Gaps Register is permanent and public. It is not a list of mistakes — it is a record of known limitations, open questions, and places where the argument is weaker than the project would like. Publishing it is not an admission of failure. It is a statement of method.

The forums attached to each document are not comment sections. They are structured spaces for substantive engagement. Arguments backed by evidence get engaged with. Assertions backed by feeling do not update the documents — but they are not dismissed either. The distinction between the two is the mechanism by which the project maintains integrity over time.

04 How It Is Structured

The project is organised into two foundation documents and four analytical sections. The foundation documents come first — before any pillar, before any proposal — because a project that analyses what Britain should do must first be honest about what Britain is.

Foundation — Before the Pillars

Every reform proposed in this project is a reform of something already British — already embedded in a specific history, character, and set of values. Reforms that ignore that context do not survive contact with the culture they are trying to change. These two documents establish the ground on which everything else stands.

Section One — The Money: Public Spending

Where does the money go, what does it buy, and how does what we get compare to what comparable countries achieve with similar or smaller budgets? Section One examines every major area of UK public spending in detail. It is the honest diagnostic before any prescription.

Section Two — The System: Political Structure

Public spending does not exist in isolation — it is decided by political systems. Section Two examines those systems directly: how power works, what corrupts it, and what the structural conditions are for any of the other reforms to become possible.

Section Three — The Economy: Tax and Growth

How does the UK tax system actually work? Where does it fail? And what is the structural Economic Renewal that the diagnosis points toward? Section Three provides the foundation, the diagnosis, the prescription — and the context of Britain's broader economic failures.

Section Four — The Context: Forces Shaping Britain's Future

Britain does not exist in isolation. The forces reshaping Britain's future — energy transition, immigration, artificial intelligence, trade, and demographics — are moving faster than the political conversation has yet acknowledged. Section Four provides the honest picture on each.

05 How to Engage — And What Changes Things

This project is not asking for your agreement. It is asking for your engagement. There are three distinct ways to participate, and they work differently.

Read and Share

Every document is published openly. There are no paywalls, no sign-ins required to read, no mailing list to join. If you find an argument compelling — or find a flaw in it — the most valuable thing you can do is share it with someone who will engage with it seriously. The project grows through the quality of the conversation it generates, not through the size of a subscriber list.

Challenge Through the Forums

Each document has an attached forum. The forums exist for substantive challenge. The standard for engagement is simple: bring evidence. An argument that is supported by verifiable data gets engaged with and, if it is stronger than what the document currently says, it updates the document. An assertion backed by feeling is noted but does not change anything. That asymmetry is not arrogance — it is the only mechanism that keeps the project honest over time.

Back Ideas That Matter

The most powerful thing this project can produce is not a document — it is a number. When a significant and growing number of people have indicated that a specific, evidence-based reform matters to them, something structural happens: it becomes something that political parties have to address. Not because the project campaigns for candidates, but because the evidence of public demand is undeniable and public.

The backing mechanism is simple. Each document contains specific reform proposals. You can indicate which proposals you support. The count is public, broken down by region, updated continuously. When a proposal reaches a threshold of public backing, it moves onto a list that the project publishes as the reforms people are looking for in party manifestos — not as a demand, but as a documented statement of what the evidence-engaged public wants.

There is no email marketing attached to backing an idea. Your details are used to verify the count and provide the regional breakdown. Nothing else.

06 What This Project Is Not

Being clear about what this project is not matters as much as being clear about what it is.

It is not a political party. It does not endorse candidates. It does not campaign for votes. It does not have a party line. Documents can reach conclusions that are uncomfortable for any part of the political spectrum — and have.

It is not a think tank with funders. It accepts no corporate money, no government grants, and no donations from individuals with a financial interest in the conclusions. The funding question is structurally resolved by having no funding to speak of. The work is produced by people who believe it needs to exist.

It is not a campaign group. It does not organise demonstrations, lobby MPs, or pursue any specific political objective through pressure tactics. It produces honest analysis and makes it available. What the public does with that analysis is the public's decision.

It is not finished. The Gaps Register documents what is incomplete or contested. The forums exist to improve the arguments. The documents will be updated as evidence changes. A project that claims to be finished claiming to describe a changing country would be lying.

07 A Note on Method, Tools, and Timing

This project used artificial intelligence as a core research and drafting tool. That fact is stated plainly here, at length, because transparency about method is not optional for a project whose entire claim to credibility rests on intellectual honesty.

The documents in this project were built through an extended process of research, analytical challenge, source verification, drafting, and revision — with AI functioning as the tool through which that process was conducted at the scale and pace required. Every significant claim was sourced. Every source was checked. Every argument was stress-tested against the strongest available counter-argument. The Gaps Register exists because that process identified weaknesses the project was not willing to hide.

The concern about AI-generated content is legitimate. There is a great deal of it that is superficially competent and analytically empty — confident-sounding text that has not been held to any evidentiary standard. That concern is precisely why the methodology here is what it is. The test is not whether AI was involved. The test is whether every claim is verifiable, every source is cited, every weakness is documented, and every argument survives serious challenge. Those standards apply regardless of the tools used to produce the work. Readers are invited — actively encouraged — to apply them.

The Irony of Timing

There is a structural irony at the heart of this project that is worth stating directly, because it is not incidental — it is the point.

The same technological shift that makes the arguments in this project urgent is also the reason those arguments could be made at all. AI is accelerating the concentration of wealth, eroding the income tax base, and displacing cognitive labour at a pace that democratic institutions were not designed to respond to. Those are the conditions that make reform necessary and the window for it narrow.

But AI is also — for the first time in the history of reform movements — the tool that makes it possible for a small number of people, without institutional backing, without a think tank budget, without a research department, without years of staffing, to synthesise fifteen domains of public policy into a coherent, evidenced, challengeable body of work in a realistic timeframe.

Every previous attempt at this kind of comprehensive, independent reform argument required either an institution — a Fabian Society, a Resolution Foundation, an IFS — with years of funding and staffing, or a political party with its organisational machinery. Both come with the capture problem that this project is specifically designed to avoid: funders with interests, members with ideologies, electoral considerations that bend conclusions toward the acceptable. The independence that makes this project credible was, until recently, simply unaffordable outside those structures.

That has changed. Not gradually. Abruptly. In the window between that change happening and the same technology making the problems it could help address structurally irreversible, projects like this one become possible. That window is the one this project is trying to use.

A Reference Point for What Was Attempted

This project is designed to be verifiable — not just by the people reading it now, but by anyone who examines it later. Every argument is transparent. Every source is cited. Every weakness is logged. The reasoning is not hidden behind conclusions: it is the conclusions that are offered for challenge, with the reasoning exposed so that challenge can be precise.

That transparency serves an immediate purpose: it is how the forums work, how the documents update, how the project maintains integrity over time. But it also means that the work is legible to any future analytical process — human or otherwise — that wants to understand what an evidence-based, independent, non-partisan attempt to describe Britain honestly looked like in 2026, what it got right, what it missed, and what happened next.

That is not a claim about legacy. It is a statement about what transparent reasoning produces: a record that is useful precisely because it does not hide its workings. If better evidence supersedes what is here, the supersession is traceable. If the arguments hold, they hold on visible grounds. Either outcome is more valuable than a polished document that cannot be examined beneath its surface.

The only thing that changes any of this is people choosing to engage with it seriously. The evidence does not advocate for itself. The argument does not spread on its own. The reforms do not happen because a document exists. They happen — when they happen — because enough people, in enough places, decided that the honest picture mattered and that they were willing to say so publicly.

08 Where This Goes

The purpose of this project is not to be read. It is to become a reference point — a place that people return to when they want to know what the evidence actually says about how Britain works, and a mechanism through which evidence-backed public demand can become visible enough to matter.

The countries that have built better public systems — better healthcare, better education, lower child poverty, higher social trust, more productive economies — did not do so because they had different people. They did so because at specific historical moments, the political conditions existed for evidence to drive decisions rather than interest groups. Those conditions can be created. They require, first, that the honest picture exists in a form people can engage with.

This is that attempt.
